Yes, you can audit the mailfile owner set in a local replica of the user's mailfile > see attached DM_Calendar&Delegation_Audit.jpg
Using Desktop Manager 2.7 (2.7,2.7a,2.7b), you can create a Template to enforce this field > see attached DM_Calendar&Delegation_Template.jpg.
When, you can use either a Task or Profile if you need to change or enforce it.

There is a mistake in your second screen copy. You show to co in "Create Template" menu instead of "Create preference". The only possibility to manadge Calendar profil is within Preference not Template.
